[Issue Unconfirmed]

The interval between "Create-Job" and "Send-Document" operations needs to
be within the time indicated by "multiple-operation-time-out". But there
are some details that should be discussed within the context of streaming
vs. spooling printers, when to send the Create-Job, page processing times,
and large formats. Also discuss how the Printer needs to be aware of the
start of an IPP operation, not just the end of it.
