Hi WG,

I just updated the IOAM YANG module draft.
The changes mainly include:
1. align with the latest IOAM data draft on data types.
2. use identity to specify data types and namespaces to implement the latest update on namespace definition in IOAM data.

Abstract:
   In-situ Operations, Administration, and Maintenance (IOAM) records
   operational and telemetry information in user packets while the
   packets traverse a path between two points in the network.  This
