February 2004. I first saw it three months later in
http://tools.ietf.org/html/draft-atkinson-callerid-00

It was introduced in RFC 3668 (obsoleted by RFC 3979,
updated by RFC 4879).

My guess was that I should send a mail to iprATietf.org
when I feel that the bloodshed hits the fan. A first
party IPR claim was published less than three weeks
after my complaint. I've no idea what happened in any
backchambers before, at, or after that time, excluding
some stuff visible in the MARID jabber logs.
