FWIW, I've tried to get draft-ietf-ipr-template-07.txt modified in such a manner that granting RF license *implies* licensing, and that getting the actual license is must NOT be required. This is really important for technologies which are not only implemented by commercial vendors. IMHO, this really needs to change.
