- 'standard track documents' suggests this is all about RFCs (and not
   about I-Ds,...). Robert Elz said this has to be clarified if it
   is also intended to cover I-Ds. I think it has to be clarified
   in any case. I think it should be fixed to include I-Ds, and in
   that case it needs to say something about I-Ds intended to go to
   standards track vs. others.

- It is not clear whether the two exceptions apply only non-standard
   track documents or whether they may/can also apply to standards-track
   documents. The former seems preferable to me.
