IIRC, exchange type #6 was the Transaction Exchange, as defined by the
mode config draft.  I don't believe it ever made it through the
process beyond I-D.  Look for draft-dukes-ike-mode-cfg-??.txt (where
?? was 00 as of October 2000), unless it's been accepted by this (or
some other) WG.
