I worry that covering possible configuration errors will be problematic.   For example, what if the router administrator just turned off IPv4, but left the rest of the configuration of IPv4 on the router?   A lot of this is going to be implementation dependent and hard to specify in a document like this.

I think the focus should be on what the desired behavior is on the wire.
