Right Ole - this is exactly the scope here.

The original flow label will remain untouched in the inner header anyway
even if this is of some use outside of limited domain.

However as we discussed this is just a possible placeholder option. At this
very moment considering the full picture I am more inclined to suggest use
of least significant bits of the DA.

But completely open for suggestions and guidance
