That draft could indeed be a place to look where to encode bw and RTT
KPIs of a link (key perf indicators).

There could be a satcom-specific particularity:

In some satcom links for 'direct-to-smartphone' 5G, the IP router is on
ground (not on sat), then there is a bridge kind of satellite up there
in orbit, and finally the smartphone (IP host) is down on ground.  There
are two links in between (router-to-sat and sat-to-smartphone) each with
distinct download/upload KPIs, not just one; these have distinct bw and
RTT characteristics.  If there was an IP router on the sat then there
would be just one link router-to-smartphone and things would be much easier.

Probably it is possible to encode such kind of 2-link parameters with
the opaque fields of the universal RA option in that draft.
