I'm pleased to announce that the Applied Networking Research Prize award for IETF 119 will go to **Dongqi Han** for his paper [Anomaly Detection in the Open World: Normality Shift Detection,Explanation, and Adaptation](https://www.ndss-symposium.org/ndss-paper/anomaly-detection-in-the-open-world-normality-shift-detection-explanation-and-adaptation/). The presentation and award talk will take place during the IRTF Open Meeting at IETF 119 in Brisbane on 18 March 2024. A live stream will be available at https://www.ietf.org/live/ for those unable to attend in person. The Applied Networking Research Prize recognises the best recent results in applied networking research, interesting new research ideas of potential relevance to the Internet standards community, and people who are likely to have an impact on Internet standards and technologies in the future.
