Dear Bosubabu,

The IRTF publishes RFCs developed as outputs of its research group 
process. Your work is not such an output, so cannot be published on the 
IRTF stream.

I recommend that you read the material at, and linked from, 
https://irtf.org to understand how the IRTF research groups work before 
proceeding further.
