I don't think so,  as the first comment from Mohit asks about integrity 
of the blob, but then ultimately states that there is nothing to be 
fixed in this draft.  The comment about the broken link maybe be just a 
tooling issue, but the link works fine for me in -21.

Having said that, I'm going to upload a version -22 with similar 
language and link in Section 2.6.

Note that I did as some new text to Security Considerations based on 
Roman's review, does this need another review by SECDIR?
