On the strength of what all the implementations I could check do, I'm
going to make Heimdal match MIT and leave it at that.  If someone wants
to update the RFCs, that's fine with me.  (I think it could be an
erratum, but only if we agree that the RFC is either horribly broken or
self-inconsistent, which we might not.)
