In the case where (C-S, C-G) is carried over an S-PMSI text in 12.3
already covers this:

                             the PE MUST set up its forwarding path
   to receive (C-S, C-G) traffic from the tunnel advertised  by the S-
   PMSI A-D route (the PE MUST switch to the S-PMSI).

In the case where (C-S, C-G) is carried over an I-PMSI, we'll
add the text to cover this.
