I think we are facing terminology clashes. Can we agree to use one
terminology? I assume what you call a 'test initiator' is what [1]
calles a Measurement Agent and what you call a 'test responder' is
what [1] calls a Measurement Peer. These are functions. How you
package them is an implementation decision.
