Thanks for this update.

I reviewed the diff for -04, and then saw Warren's ballot comment against -02. 
I don't know if the intent is that Warren's comment has already been addressed,
but I would give a +1 to a sentence in the introduction briefly explaining the
update and forward referencing section 15.
