Please note that there were no changes to the draft, only the
expiry_date/reference_section, this draft is depending on the control-flow
draft as normative ref. I am not sure if the draft has completed all issues
raised by David Black [1] (i.g.  which last comment in the thread was not
replied to yet [2]), please advise.
