https://tools.ietf.org/html/draft-ietf-appsawg-uri-scheme-reg-06 is in the RFC editor's queue
and specifies the requirements for defining URI schemes.   If MBONED adopts this document,
the WG should follow the requirements in that RFC.

I'd also point out that RFC 3986 states:
   Future specifications and related documentation should
   use the general term "URI" rather than the more restrictive terms
   "URL" and "URN" [RFC3305].

Hence if the WG adopts this document, I'd recommend that the title and the filename
both change to use "uri" instead of "url".

Finally, I see that section 5.4 of draft-singer-appsawg-mcast-url is currently worded
to be too IPv4-specific.
