I may have missed some discussion I gather, but does this version add
another tunneling mechanism/method? Scenario 5, Paragraph 5.1 both
mention the use of UDP encapsulation when having a v6 CoA (not v4 w/ NAT
which was the previous case) and they reference to 5.4.1 where I really
can't find much text regarding why one would use that particular method?
