OID table confusion

I used the following command in the internet drafts directory on our server
> grep isode-consortium *mhsds*.txt
draft-ietf-mhsds-convert-00.txt: 
   enterprises(1) isode-consortium (453) mhs-ds (7)}
draft-ietf-mhsds-mhsuse-02.txt: 
   enterprises(1) isode-consortium (453) mhs-ds (3)}
draft-ietf-mhsds-routdirectory-02.txt: 
   enterprises(1) isode-consortium(453) mail-protocol (5)}
draft-ietf-mhsds-subtrees-02.txt: 
   enterprises(1) isode-consortium (453) mhs-ds (3)}
draft-ietf-mhsds-supmapping-02.txt: 
   enterprises(1) isode-consortium (453) mhs-ds (3)}

The result shows that two times mhs-ds is defined as (7) and three times as
(3). Our configuration uses (3). (We are in a democratic country where
the majority wins.) Obviously in other countries they use (7) to store
the information:

Dish -> l @c=us
1   isode-consortium.7.2.2.1="ATTMail"
2   isode-consortium.7.2.2.1="Telemail"
 (The same goes for GB and DE, all three strongly believing in democracy.)

Could someone please help me out of my confusion?
