ASN.1 defined data structures can be encoded in several different ways
including text-based encodings. I guess the author meant:

s/such as ASN.1/such as BER encoding of ASN.1/

I tend to agree that if there are sufficient resources, people tend to
prefer text-based encodings. So for me personally, the statement would
be better phrased like this:

  Over time, in environments with sufficient resources, the use of
  binary object encodings such as ASN.1 BER has been overtaken by
  text-based encodings, for example JavaScript Object Notation.

    Not sure whether anybody is seriously considering this in the ITU.
