Hi Everyone,
I created a PR proposing a negotiation mechanism for Partial MLS.
https://github.com/mlswg/mls-partial/pull/6/changes

I plan to submit a PR defining WireFormats for AnnotatedWelcome,
AnnotatedCommit, and SenderAuthenticatedMessage

Finally, I will have a PR of NITS.
