This version takes care of the feedback gotten during IESG review.

The bigger change was to clarify that ICE connecitivity checks works as 
return routability check, similar to what is used in Mobile IP

The second change is editorial and resulted in this sentence part:
"Three way latching is significantly more secure than ..."
