The prefix doesn’t let the agent generate new local candidates — it provides a way to send from local IPv6 candidates to remote IPv4 candidates.  It needs the prefix to do this whether or not it has a STUN server. (Having a STUN server just gives a hint as to whether or not it’s worthwhile to try to do this.)
