Dear MOQ chairs,

James and I have very little more work to do, to bring the requirements
draft to reflect the current state of play in the working group.

I note that the I-D cutoff for Yokohama is next Monday. Given that, here's
what I'm proposing.

   - James and I submit an updated -04 revision before Monday.
   - When we've submitted -04, we'd ask that the chairs poll the working
   group for adoption.
   - Assuming that goes well, we can submit a -00 WG version, and then
   start working on any issues raised during the poll, and continue working on
   the draft after Yokohama.
