How about not a draft, but Standards Track RFC ? Namely RFC8986.

PS. As to sticking to MPLS data plane native alternatives as indicated by
email, yes I do have a suggestion. Will try to summarize it for the group
to comment on in a form of the draft. Above all what we do here has to
provide technological advantage to what already exists - not just duplicate
it in a different data plane envelope.
