I wonder if it is worth breaking this into two YANG modules with very little in the second, extended.  It could instead be handled by one module with a feature or two.

Given that the IETF has abolished the page number, it would be easier to reference with more sections.  I suggest a new section before the start of the  YANG and a new section before the text that prefaces the YANG.

The Security Considerations has a malformed reference to TLS, similar to that on another draft!
