Greg and Yingzhen,

I mentioned this in the Open DT meeting.

Assume that we have a Network Action where one element is that Counter C 
should be reset.

Assume that we have another Network Action where one element is to 
report the counter.

Clearly the result will be different depending on in which order the the 
NA's are executed.
