RFC 4873 provides a way for GMPLS to explicitly control segment recovery.
But the mechanism in rfc4873 may be a bit complex for fast reroute in packet
switch networks. And I am not sure if currently most routers have
implemented this.

This draft is a simple and backward compatible extension to TE FRR defined
in RFC 4090, and the benefit is similar to RFC4873.

For a implementation which support both of this, maybe we can. But  this
draft may still be helpful in environments where only rfc4090 is
implemented.
