Yes, in that Multibase is a Multicodec and Multibase is in scope for
the initial IETF Multiformats WG charter. Some variations of Multikey
is also being established in W3C Verifiable Credentials WG (in the
Data Integrity work) in a way that would defer to the IETF
Multiformats WG in time.

If establishing the Multiformats (aka Multicodecs) registry goes well
at IETF over the next couple of months (once the WG is approved), then
I expect the charter will expand to other Multiformats in time. We
can't predict that timeline as it depends on how standardizing
Multibase and Multihash goes... if it goes well, I expect this
community will have a re-chartering discussion shortly after the
initial work outlined in the charter is completed.
