For those that don't know what a CID is (as the term is used in the
IPFS community), it's a "Content IDentifier". More details here:

Yes, the ability to express a CID is in scope with the caveat that
establishing the /entire/ multicodec table in the first round of the
WG is out of scope; we're trying to focus on just multibase and
multihash for now (and if that's successful, might bring in the other
multiformats in time). Making breaking changes to the multicodec table
is also out of scope, as that could negatively impact all the
implementations (17+ implementations) and production deployments that
use the table today.

Yes, modulo what I mentioned above... at least, that's what's in the
proposal today.
