Well, before we start discussing, you could read
http://tools.ietf.org/id/draft-wijngaards-dnsext-resolver-side-mitigation-01.txt
and see whether you think that draft needs to be adopted by the WG, or
whether that material is at least a topic that the WG needs to
undertake.  I will point out that saying, "You should do this work,"
will be less warmly received than, "We should do this work, and I am
willing to help."
