Sean - very cool!

This I-D receives a warm-welcome from me, as I know the pent-up demand is real.

Question, the RESTCONF RFC broadly says that any TLS version > 1.1 is fine (Section 2.1 of RFC 8040 <https://datatracker.ietf.org/doc/html/rfc8040#section-2.1>).  Does this fly or is a -bis is needed?
