Indeed. FWIW, four years ago I started an individual draft [1] (now expired) addressing the same problem, but specifically for RESTCONF. Together with Rob Wilton and Martin Björklund, we tried to develop it further but (if I remember correctly) couldn't find agreement on a strategy for updating the private candidate (your sections 4.2.1 and 4.2.2) and conflict resolution.
