Hi, all:
The v-02 is posted to address comments raised on the list, the main changes:
1. Decouple from ECA model draft, remove 'data path' and 'target' parameters since the condition expression is external condition which only influence update interval change and 
will not impact event records output generation from a publisher;
2. Clarify the definition of 'xpath-external-eval';
3. Usage example update to align the model parameter change.

Abstract:
   This document defines a YANG data model and associated mechanism
   enabling subscriber's adaptive subscriptions to a publisher's event
   streams with various different period intervals to report updates.
   Applying these elements allows both subscriber and publisher to
   automatically adjust the volume of telemetry traffic sent from
   publisher to the receivers.
