OLD:

     A lock MUST not be granted if any of the following conditions are
     true:

       *  a lock is already held by another NETCONF session or another

          entity

NEW:

     A lock MUST not be granted if any of the following conditions are
     true:

       *  a lock is already held by any NETCONF session or another
          entity
