In the session today, Hank Birkhotz made a comment about the
definition of the origin attributes.  In the Etherpad minutes it was
captured as:

  Hank Birkhotz: Draft differentiates between state vs dynamic
  configuration, state and dynamic configuraiton look the same, but
  they are not.  Pull/align the distinction into the origin

Hank, could you elaborate a bit on this?
