Perhaps not in kind, but certainly in degree.

If I have a "content analysis" field with a value of
"Gift", I really do need to know whether the language
is English or German.  To me, the value of the language
tag is data.  The fact that there may be a language tag,
any constrains on the set on possible language tags,
and any additional semantics attached to the presence or
absence of language tags, would be in the realm of metadata.
