On the relationship between human rights and technical standard-setting processes for new and emerging digital technologies

Governments, the private sector and civil society all have a stake in determining how digital technologies will be designed, implemented and governed. Technological artifacts, including those designed in global standards bodies, have embedded politics and a profound impact on human rights. The Center for Democracy & Technology (CDT) commends the United Nations’ (UN) Office of the High Commissioner on Human Rights (OHCHR) for taking on a year-long consultation on technical standards and human rights. ... This area of work has been ongoing for CDT for many years. We first participated in the World Wide Web Consortium (W3C) standardization in 1995 and attended our first IETF meeting in 2001. We have long been actively involved in advocating for human rights through technical standards-setting bodies and educating civil society about the importance of these fora.

An economic perspective on Internet centrality

The IETF met in November 2022 in London. Among the many sessions that were held in that meeting was a session of the Decentralized Internet Infrastructure Research Group (DINRG). The research group’s ambitions are lofty: DINRG will investigate open research issues in decentralizing infrastructure services such as trust management, identity management, name resolution, resource/asset ownership management, and resource discovery.

... So, Tony, for those who aren’t familiar with the IAB tech lab, what’s your remit? The IAB Tech Lab was spun out of the IAB almost nine years ago, March of 2014. Our remit is we are the global trade body that sets technical standards for digital advertising across the internet. We differ from the IAB in the sense that the IAB is, as most know it, their remit is the technical standards-setting body. We are akin to think of us as the advertising version of the W3C or the IETF. So, we set the technical standards and steward technical protocols like the RTV Protocol.

Nokia, Singtel Implement IP Transport Slicing Across E2E 5G Network

To deliver end-to-end slicing, Singtel, Nokia and their network partners worked together to map the slice service attributes across 3GPP and IETF specifications. 3GPP specifies the network slicing functionalities in the 5G radio and core while IETF specifies the IP transport equivalent. What Is a Supernet and How Does It Work?

... Supernet addresses the challenges of the “classful” addressing system. While many institutions desired more than 254 hosts from a class C network block, the over 65,000 addresses in the class B block were too much for them. Hence, some companies resorted to using part of the 65,534 addresses in the Class B blocks, which caused a shortage of Class B addresses. 5G, security risks, and a way forward

5G, the fifth-generation standard for broadband cellular networks, will soon appear on our phones if it hasn’t already. Its potential is stunning, faster speed and shorter latency — the gap between data receipt and transfer — which will make it possible to extend the Internet of Things (IoT) to, for instance, self-driving cars whose devices need to communicate commands in fractions of seconds. If smartphones changed our personal lives in ways we could not predict, 5G could change our societies and shape our future beyond our imaginations.

In this talk she reflects on what progress has - and has not - been made across a fast-evolving digital and geopolitical landscape. EU lawmakers set to settle on OECD definition for Artificial Intelligence

The European Parliament agreed to close a critical contentious point of the AI Act by adopting the definition used by the Organisation for Economic Cooperation and Development (OECD). Most other definitions have also been agreed upon, with new measures like a right to explanation also on the table of EU lawmakers.

Claims That AI Productivity Will Save Us Are Neither New, nor True: Not only does new tech often result in more work for people, but it also introduces additional kinds of work.

As artificial intelligence (AI) captures the public imagination, while also exhibiting missteps and failures, enthusiasts continue to tout future productivity gains as justification for a lenient approach to its governance. For example, Venture fund ARK Invest predicts that “during the next eight years AI software could boost the productivity of the average knowledge worker by nearly 140%, adding approximately $50,000 in value per worker, or $56 trillion globally.” Accenture claims that “AI has the potential to boost labor productivity by up to 40 percent in 2035…enabling people to make more efficient use of their time.” And OpenAI CEO Sam Altman similarly appeals to time savings on menial tasks like email. But what if promises around AI productivity do not necessarily translate into benefits to society?
