... Does standards work often start in a smaller group before opening up? Development is often kicked off by those with a particular interest. Key to successful transition to an open standards body like W3C or IETF is a willingness to find broader agreement and in that process, to revisit decisions. There needs to be willingness to re-examine questions you thought were closed when new information is learned or participants come in with different needs. At the same time, you also need sufficient mechanisms to close off repetitive debates, to say that “unless you can bring new information, we’ve got that covered.” That’s where transparency and documented decisions help.

At the National Telecommunications and Information Administration we’re working to catalyze the development of an open 5G wireless ecosystem to help the private sector move away from a highly consolidated marketplace with few vendors and technologies. ... Using a 110-baud Teletype machine, I accessed a computer at SRI International in Menlo Park, California, from my laboratory at the Norwegian Defence Research Establishment (NDRE) at Kjeller, Norway. Today, my Internet service is delivered by fiber-optic cable at 1 Gbps. Numerous other technologies for Internet access have emerged, and in this issue we look at two of them, namely 5G mobile systems and Low Earth Orbit (LEO) satellites. ... We have very little visibility into how the internal networks operate, but at the Internet Protocol and application layers, the LEO constellations so far seem to support all the conventional standards for Internet Protocol forwarding and Internet operations created by the IETF.
