Yes, these low-level applications will in any case be NETCONF-specific,
but the beauty of XML is also in the possibility to use or generate the
same data in other contexts like configuration repositories, various
translations, macro expansions, pretty-printing etc. For such purposes,
standard XML tools may do the job with just the RNG part of the data
model.
