 NO!!!!

 Charlotte:

Mailbase@mailbase.ac.uk is an enhanced mailing list server and the
subscription requests will be handled automatically.

mailbase-request is an alias for the mailbase-helpline (a person)

nir-request is an alias for the nir list owner (also a person).

The mail you received will have been form people who mailed to the nir
list by mistake rather than to the Mailbase Server.

 Hope this helps.

 Cheers - Jill
