The IETF NTP Working Group requests allocation of OIDs and
extension field ids for the Network Time Security protocols in
advance of Working Group Last Call (which is pending.) We need
to have OID assignments before OpenSSL 1.1.0 goes to beta
testing which is about a month away.

The assignments requested are from
draft-ietf-ntp-cms-for-nts-messages.txt section 5 and
draft-ietf-ntp-using-nts-for-ntp.txt section 7.
