Yeah, 4/1 and it gives people the chance to express their views at the meeting.

It's a draft... which is the way this WG has been more effective in getting people's attentions to proposal. I'll include it in -14 and take it out if we have another solution or lack of consensus when I do -15 with the first security consideration section.
