Seed capability requests use to have the form:

[ agent/info, agent/inventory, ...]

But in Snowglobe 1.3 they have the form:

{ agent/info: 1, agent/inventory: 1, ... }

Why did the array change to a map? Specifying "agent/inventory: 0" seems redundant to just leaving it out of the request.
