I think we've reached consensus on the framework described in !190.  the
only issue is haggling around how to mark criticality for some of the
existing packets (e.g. Marker and Padding packets), but we can do that
after merging the overall framework.

!187 was on me from last week to update it to match the openpgp-dt
consensus that we should just avoid specifying a mechanism and punt it
instead to the smartcard spec author, as long as they can safely avoid
accidental aliasing between v4 and v5.  I've updated it to include that
guidance now, apologies for the delay.
