This resolved all but two downref issues:

** Downref: Normative reference to an Informational RFC: RFC 5485
** Downref: Normative reference to an Informational RFC: RFC 8805

As discussed, I think these cannot resolve, and will have to be
discussed out with the AD and IESG during review.

There is the observation it has no worked examples in V6. Since it
states very clearly all IPv4 assumes IPv6, I think this is not
significant. If it turns out others disagree its a low bar change. I
see no reason to pre-empt, since it is covered by text in the draft.
