This document is the product of the Operational Security Capabilities for IP
Network Infrastructure Working Group.

Technical Summary

   Active measurements can target either collaborating parties or non-
   collaborating ones.  Sometimes these measurements are viewed as
   unwelcome or aggressive.  This document proposes some simple
   techniques allowing any party or organization to understand what this
   unsolicited packet is, what is its purpose, and more importantly who
   to contact.

Working Group Summary
  
   There was no real controversy, and good consensus during the WGLC. 

Document Quality

   This is not a protocol document, however the approach described in this draft
was used while performing measurements for
https://datatracker.ietf.org/doc/draft-vyncke-v6ops-james/. The draft's
Acknowledgment section mentions that the early implementation of the proposed
mechanism does exist.
