No.

NSSA draft-ietf-ospf-nssa-update-11.txt was released by the OSPF
working group to the IETF review process and, following some minor
changes, proceeded through the RFC Editorial process and became
NSSA RFC 3101. There are editorial changes, like the renumbering
of the TOC, but the protocol functionality is the same. NSSA RFC
3101 reads better than the draft.
