Fisrt, thanks for questions.

Your question: How a RR avoid sending ASBR info(carried by EBGP summary session nlri) to non-PCE router?

In our I-D, we defined a new AFI/SAFI pair for such EBGP summary session nlri. So when a router begins to set up a connecton with RR, they will do capability negotiation. If the router dosen't carry such new AFI/SAFI info in the open message(indicates it's a non-PCE router or a router which doesn't consern about such info), then the RR will not send any such ASBR info to that router.
